Patches,changes and analysis
ULTY analysis
Orianna, Ryze, Varus, Xin Zhao, Lee Sin and Nocturne all lose power, mostly in the early game, so lanes should be a bit less oppressive. A long list of buffs lifts Gwen, Hwei, Jax, Sylas, Tristana, Syndra and others, so mid lane and top lane should see more variety. Exact results depend on whether the buffs are big enough to restore picks that have been absent for a while.
01
Early game dominance trimmed
Orianna, Ryze, Varus, Xin Zhao and Lee Sin lose base stats or early damage and sustain. Expect fewer snowballing lanes from these champions.
02
Buffs for scaling mages and fighters
Gwen, Hwei, Sylas and Syndra get more damage, ratios or durability that helps them in the mid game. Jax also gets better against tanky targets.
03
Mid lane diversity
Tristana is pushed as an off-meta marksman in the mid lane while several mages get weaker, buffed or reshaped. This could mean a wider spread of picks there.
04
Teleport changes top lane choices
The shorter shield pushes top laners to use Teleport for immediate plays rather than for lane safety, which may affect summoner spell choices.

The top lane shield from Enhanced Teleport is now larger but lasts only 10 seconds, instead of 30. It rewards using Teleport for an immediate fight and makes the shield much less useful as a lane buffer.
